Frusterated 1st time buyer w/ FHA loan. Tired of bidding wars. Is this common right now?

We've even bid 13k above asking price but were out-bidded by another buyer w/ a conventional loan. I'm exhausted from looking here in San Diego and inventory is decreasing.
