I have a 1998 volvo awd v70 that the trunk won't open?

Tried with the key, trunk release, took trunk panel off and still won't open. Nothing is stuck in it..just won't open. Any ideas of what needs to be done to get it opened? I even crawled back there and tried to pull the trunk handle and still nothing...thanks
